STATUTES, Construction of, Duty of Judge in Interpreting. 1. Electricity ? R.E.A. Act did not give exclusive franchise. The Rural Electric Cooperative Act did not give to electric cooperative corporation organized under it an implied exclusive franchise right in areas which it served, and cooperative could not exclude competition by electric corporation. 2. Franchises ? Construction of ? Rules of interpretation. The grantee of a franchise takes nothing that is not clearly given by the grant; and nothing passes by implication except what may be necessary to carry into effect the obvious intent of the grant. 3. Municipal Corporations ? Statutes ? Interpretation. So long as the language of a statute or ordinance is plain and unambiguous, it is not subject to interpretation or open to construction, but must be accepted and enforced as written.
